Performance Based Monitoring Analysis System (PBMAS)
Education Service Center, Region 20, assists LEAs with Performance Based Monitoring.  This includes training and technical assistance for any LEA in the region.

2018-2019 PBMAS  - For Fall 2018

 

PBMAS - Anticipated Timeline

  • Confidential/Unmasked Reports:  Fall 2018 PBMAS Reports were posted to TEASE Accountability on September 7, 2018. 
  • In late October, these reports were updated.  The updates included:
  • BE/ESL TELPAS indicators #8 and #9 (Report only).
  • SPED Significant Disproportionality (SD) Data. This data was included regardless of whether or not the LEA exceeded the threshold.  Additionally, this data was included for both 2017 and 2018 PBMAS reports.

  • Interventions: TEA Correspondence dated 10/26/2018 indicates that any LEA with a program area staged 3 or 4 will needed to submit a district Targeted Improvement Plan on or before November 30, 2018.  Additionally, TEA has communicated the following:

"Prior to ISAM release, districts are encouraged to begin the continuous improvement process utilizing this new data set to prepare for the development of their district targeted improvement plan. LEAs should begin analyzing data for each PBMAS indicator with a performance level (PL) above 2. It is important that LEAs identify specific campuses contributing to areas of low performance and target those campuses for interventions, as appropriate. LEAs should use multiple data sources to examine areas that may have an impact on the effectiveness of their programs."

  • Training: ESC-20 provided training opportunities for PBMAS to cover both the indicators for all four program areas and the required interventions for any staged LEA.  All materials and handouts from these trainings are posted on the bottom right side of this page.

 

2018 PBMAS Manual

The 2018 Performance-Based Monitoring Analysis System (PBMAS) Manual has been adopted with an effective date of August 2, 2018.

DCSI Update:

  • For 2018-2019, TEA recommends that the person serving as the DCSI be the person who supervises the Principal.
  • For 2019-2020, TEA has stated that they will require that the person serving as the DCSI be the person who supervises the Principal.
