Special Education Personnel Assignment Updates
Texas Content Competency Worksheet for Special Education Teachers of Record (Grades EC-12)

Effective February 2025, the State Board for Educator Certification (SBEC) implemented key changes to its certification rules (Ch. 231, Subchapter F, §231.701) impacting special education teachers. These updates mandate that:
*All special education teachers possess a current special education certificate.
*Special education teachers who are the "teacher of record" for a course must also hold appropriate content certification for that subject and grade level.
*If a special education teacher of record lacks the required content certification, they must demonstrate competency and fulfill specific criteria detailed in the "Texas Content Competency Worksheet for Special Education Teachers of Record (Grades EC-12)" (Figure 19 TAC §231.701(d)).
Note: Individuals who demonstrated content competency through HOUSSE before September 1, 2025, must now complete Sections A, B, and F of the Texas Worksheet, as per §231.701(d)(1).
