Teacher Incentive Allotment (TIA)

 

HB 3 established the Teacher Incentive Allotment (TIA) to recognize effective teachers on three different levels: Recognized, Exemplary, and Master. These teacher designations generate additional teacher-focused allotment funding for districts in order for them to reward their top performers.

Teachers earn designations through two different routes. First, National Board Certified teachers are eligible to earn a Recognized designation. Second, districts may designate their effective teachers when they are approved for a local teacher designation system. The approval process is multi-step and includes the submission of a system application to the Texas Education Agency (TEA) and then a data validation process through Texas Tech University.

 

 

 

 

General TIA Information 
 
The deadline to submit the 2023-2024 TIA System and Expansion/Modification Applications  is Monday, April 15, 2024.  
 
 
2023-2024 TIA Allotments Timeline 
 

Districts can view and verify new designations and allotments in SCOMS starting on Wednesday, April 24.

  • April 15 – TIA funding map updated with 2023-24 allotments
  • April 24 – Allotments available in SCOMS. Districts that submitted new designations in Fall 2023 will also view designation outcomes.
  • May 3 – Deadline to verify and confirm or dispute allotments
  • May 13 – Final deadline to reconfirm allotments if adjustments were needed
  • May 22 – New teacher designations displayed on teaching certificates
  • May 23 – Teachers who generated an allotment receive congratulatory email from TEA.

For districts looking to include more teachers in their TIA local designation system, TIA’s Third-Party Assessment Options list now offers more pre-test and post-test choices for the following areas:

  • CTE
  • Social Studies
  • Science

 

To better assist all districts participating with TIA, TEA asks that they submit a Letter of Intent (LOI). This will ensure participating districts receive timely communications and up-to-date information – whether they are applying for a system, going through data capture/data submissions, or expanding/modifying their system. To submit an LOI or to update your district’s contact information, please email [email protected]The LOI is nonbinding, and districts may choose to delay their application at any time.

 

A TIA Designated Teacher Search is now available on TEA's website. Districts and teachers are able to search for designated teachers by name or Designated Teacher ID and print virtual certificates of designations.

 

TEA has released the  2023-2024 TIA Guidebook to assist districts through the TIA System Development process.  The manual is a comprehensive guide that outlines policies, timelines, and best practices.
