Bluebonnet Learning
Open Education Resources (OER), Bluebonnet Learning, are free, high-quality instructional materials created by Texas to fully align with Texas Essential Knowledge and Skills (TEKS) for K-5 Reading Language Arts and K-Algebra Math. Bluebonnet Learning ensures grade-level, research-based instruction and designated high-quality instructional materials by Texas State Board of Education and Instructional Materials Review and Approval (IMRA). Bluebonnet Learning provides comprehensive teacher support, including lesson plans, student activities, assessments, and scope and sequence. Families can also access these resources online and comes with guides to support learning at home.
The transition from CER (COVID Emergency Release) to OER (Open Education Resources) moves from temporary, emergency-use materials to a permanent, 100% TEKS-aligned curriculum and STAAR assessments. Although there are similarities to CER (a.k.a. - Amplify, Eureka, Carnegie), Bluebonnet Learning has enhancements in design, research-approach, and additional resources to support students, leaders, teachers, and families.

Bluebonnet Learning materials approved by the State Board of Education (SBOE) through the IMRA process will be available for students and teachers in the 2025–26 school year.
