Dyslexia Handbook, 2021 Update

The Dyslexia Handbook, 2021 Update:  Procedures Concerning Dyslexia and Related Disorders is the primary source of dyslexia school law in Texas, and contains guidelines for dyslexia and related disorders, including screening, evaluation, identification, and instruction. Chapters 1-5 have also been adopted as a Figure in the Texas Administrative Code.

The Dyslexia Handbook, 2021 Update clarifies that any time the LEA suspects that the student has dyslexia or a related disorder, and needs services, the LEA must seek parental consent for a Full Individual Initial Evaluation (FIIE) under the Individuals with Disabilities Education Act (IDEA).

Dyslexia laws can also be found in the following sources:

  • Texas Education Code (TEC)
  • Texas Administrative Code (TAC)
  • Texas Occupations Code
  • Individuals with Disabilities Education Act (IDEA)
  • Rehabilitation Act of 1973, Section 504, as amended in 2008

While the Dyslexia Handbook, 2021 Update (Chapters 1-5) is available free of charge using the above link, bound copies may be purchased by contacting the ESC Region 20 Xerox Copy Center.  (Please note that if you choose to purchase a printed version, it will not include the Appendices.)
