Special Education Accountability Services are focused on supporting the needs of districts and charter schools in Region 20 with respect to Special Education program effectiveness. In addition, Accountability Services are here to provide expertise and training to districts and charters going through the intervention process.


Special Education Monitoring in Texas

Special Education Programs in Texas are monitored in various ways and for various outcomes depending on the purpose and format of the monitoring system. In addition, each monitoring system has certain interventions that are required when standards are not met. The purpose of this section is to delineate the three primary accountability systems and provide information and resources that will allow school staff, parents, students and the public to understand these systems.

State Performance Plan

Each state is required to develop a six-year performance plan that evaluates the state's efforts to implement the requirements and purposes of the Individuals with Disabilities Education Act of 2004 (IDEA 2004), Section 616(b). This State Performance Plan (SPP) illustrates how the state will continuously improve upon this implementation, and includes updates through the Annual Performance Report (APR) submitted annually each February.

State Accountability [A-F Accountability]

Three domains for measuring the academic performance of districts and campuses: Student Achievement, School Progress, and Closing the Gaps. Districts will receive a rating of A, B, C, D, or F for overall performance, as well as for performance in each domain, beginning in August 2018. Campuses will receive A–F ratings beginning in August 2019. 

Results Driven Accountability 

An automated data system that reports annually on the performance of school districts and charter schools in selected program areas (bilingual education/English as a second language, career and technical education, certain federal Title programs, and special education).

Significant Disproportionality

34 CFR 300.646 was updated in December of 2016 to standardize the calculations used to determine significant disproportionality in the representation, placement and discipline of Special Education students by race/ ethnicity and primary disability category.
