About Dr. Jeff Goldhorn
Dr. Jeff Goldhorn currently serves as the Executive Director for Education Service Center, Region 20, in San Antonio, Texas. Jeff is responsible for leading the organization in pursuit of its mission of leading and serving the educational community by providing clients with high-quality, cost-effective products and services. His career in education began in 1995 as a classroom teacher, school administrator, Coordinator for Instructional Programs, Component Director for Leadership, and Instructional Services, Associate Director for Administrative and Instructional Services, and Executive Director. Jeff also serves as an adjunct faculty member for Trinity University.
Jeff holds a B.A. in Education from the University of Northern Iowa; an MEd in School Administration from Trinity University; and a Ph.D. in Educational Leadership from Texas A&M. Jeff holds the following Texas Educator certificates: Elementary Self-Contained (Grades 1-8), Elementary Life-Earth Science (Grades 1-8), Supervisor (Grades K-12), and Mid-Management Administrator (Grades K-12). Jeff is a Certified Professional Coach, a certified Franklin Covey trainer and facilitator, and a graduate of Leadership San Antonio Class 40.
New Braunfels, Texas, is home to Jeff alongside his wife and daughters. His many interests include cycling, running, camping, learning, and spending time with his family.
About Dr. Carolyn Castillo
Dr. Carolyn Castillo serves as the Deputy Director for Teaching and Learning Services at Education Service Center, Region 20. Carolyn is responsible for building strategic relationships with key stakeholders, including the Texas Education Agency (TEA), community partners, and professional organizations, in support of serving the educational community.
She graduated from the San Antonio ISD and has obtained three degrees from Our Lady of the Lake University. Dr. Castillo has served as a bilingual teacher and Director of Early Childhood Education at SAISD and as a literacy consultant, Curriculum Coordinator, Component Director, and Deputy Director at ESC-20 since 2002.
Her education credentials include a Ph.D. in Leadership Studies, and Master’s in Educational Administration, and a B.A. in Elementary Education. She is certified in Mid-Management Administration, Elementary Spanish, Elementary, Bilingual/ESL, and Early Childhood. Carolyn is also a Certified Professional Coach. She is a first-generation college graduate, bilingual educator, and a proud native of San Antonio. You can find her working out at a Camp Gladiator class when she is not keeping busy with work and family.
About Dr. Alexandro (Alex) Flores
Dr. Alexandro (Alex) Flores currently serves as the Deputy Director for School Business and Administrative Services at Education Service Center, Region 20. Alex has spent most of his career serving the public education community, and his leadership background includes experience with public schools, higher education, and other state agencies. He has previously served as a Bilingual Teacher, Assistant Principal, Principal, Assistant Superintendent, Interim Superintendent, and Superintendent of schools for various urban and rural public school districts across South Central Texas. Most recently, he served as the Executive Director for the Trinity School Design Network at Trinity University and Board Monitor for Texas Education Agency.
He is passionate about making a difference in marginalized communities and committed to improving student outcomes and providing transformational opportunities for students who need them the most.
Alex holds a Bachelor of Arts in Interdisciplinary Studies from the University of Texas at San Antonio as well as a Master of Science in Educational Administration and a Doctor of Educational Leadership from Texas A&M University-Kingsville. He currently holds Texas Educator Certificates for Generalist (EC-4), (4-8), Bilingual (EC-4), English as a Second Language (4-8), Principal (EC-12), and Superintendent (EC-12).
His interests include reading, walking, playing golf, and spending time with his wife and children.
About Briana R. Garcia
Ms. Briana R. Garcia serves as Chief Human Resources Officer at Education Service Center, Region 20. Briana is responsible for providing visionary and collaborative leadership around human resource management strategies, and organizational planning and development. She leads and oversees multiple complex HR services that impact the total employee experience, including employee relations, risk management, recruitment, onboarding, compensation, benefits, employee development, performance management, employee engagement and off-boarding.
Throughout Briana’s 20+ year career at ESC-20 in Human Resources, she has served in various roles including HR Clerk, HR Assistant, HR Generalist, HR Supervisor, and HR Director. She began her HR career as a temporary employee with a GED and has since gone on to achieve an Associate of Arts from San Antonio College, a Bachelor of Business Administration in Human Resources Management from The University of Texas at San Antonio, a Master of Business in Human Resources Management from Texas A&M University-San Antonio and a Senior Professional Human Resources certification from the HR Certification Institute. Briana is currently pursuing a Doctor of Philosophy in Human Resources Management from National University.
Born and raised in San Antonio, Briana’s interests include UTSA football and tailgating with her husband (Go Runners!), laughing with close friends and family, the continuous pursuit of knowledge, and leveraging her top five CliftonStrengths throughout her personal and professional endeavors: Futuristic, Relator, Learner, Responsibility, Individualization.

Regina Hillis Chief Operating Officer, Business and Operations Services
About Regina Hillis
Regina Hillis serves as the Chief Operating Officer for Business and Operations Services at Education Service Center, Region 20, where leads strategic initiatives that enhance operational efficiency, data integration, and service delivery across the organization. She oversees a broad portfolio that includes business and finance services, enterprise data support, system integrations, and facilities operations, ensuring alignment with ESC-20’s mission and long-term goals.
She earned a B.A in Interdisciplinary Studies from the University of Texas at San Antonio and an MEd in Leadership Development from Schreiner University. Regina has served in various roles throughout her career, including classroom teacher, instructional specialist, and national presenter, where she provided professional development on RTI and reading assessments across multiple states. Regina is passionate about building systems and processes that empower educators and support student success.
When Regina is not leading strategic initiatives, she finds joy in running and cherishes time with her husband, Robert, and their two children. Whether it’s a quiet morning run or a family weekend together, these moments keep her grounded, energized, and connected to what matters most.
About Patti Holub
Ms. Patti Holub is the Chief Technology Officer (CTO) for Education Service Center, Region 20. In this role, she leads and strategically plans the Technology Services team's operations, providing expertise in infrastructure, network services, cybersecurity, and external technology products. She also serves as the center's technology liaison, offering resources, professional development, and services to various technology teams within ESC-20.
With 34+ years of experience in the technology sector, including 32 years in public education, Ms. Holub brings a wealth of knowledge. Prior to ESC-20, she held multiple technology leadership roles, including CTO at two different school districts. She is an active member of the Texas Education Technology Leaders (TETL) and the Consortium for School Networking (CoSN). Ms. Holub holds an MBA and a Bachelor of Business Administration (double-majoring in Computer Information Systems and Accounting) from Our Lady of the Lake University.

Janna Poth Chief Instructional Officer, Instructional Services and Early Childhood Education
About Janna Poth
Janna Poth serves as the Chief Instructional Officer at the Education Service Center, Region 20. With over 25 years of experience in education, she approaches her role as an instructional leader with a focus on fostering a strong, unified vision that consistently leads to positive outcomes for students and the educational community.
Her work at ESC-20 has included leading the Instructional Services Component, where she gained valuable experience in managing various federal, state, and local instructional programs. Janna's career reflects a comprehensive understanding of education across all grade levels, from kindergarten to 12th grade. She has had the privilege of serving as Assistant Superintendent of Curriculum and Instruction, Elementary Principal, High School Counselor, and middle school science teacher. Each of these roles provided her with meaningful opportunities to contribute to learning and make a tangible difference in the educational landscape.
Janna holds a Doctorate in Education with a specialization in Educational Leadership from Texas Tech University. Her academic background also includes a Master's in Educational Administration from Texas A&M University at Kingsville and a Bachelor of Arts in Interdisciplinary Studies from the University of San Antonio. She is also certified as a Superintendent and Principal.
Outside of her professional life, Janna values the time she spends with her family and friends. She also enjoys heading to the golf course, always with an eye out for that elusive "hole in one!"
