The vision of the Texas High Impact Tutoring program is to support at-risk students by providing information about evidence-based practices, high quality supplemental instructional materials, tutor resources, and provide ongoing support to ESCs and Local Education Agencies, or LEAs. High-impact tutoring programs have a few key characteristics. These programs have well-trained, consistent tutors who build strong relationships with students,
High-quality instructional materials aligned to standards and core classwork, one-to-one or small groups for individualized support with a one to three maximum student ratio, programming embedded in, or immediately before or after, the school day to maximize student access. At least three sessions per week for sustained support for a minimum of 30 minutes; and Data-driven focus with tutors building sessions around student strengths and needs
LEAs who implement High Impact Tutoring are also set up to meet the statutory requirements for supplemental accelerated instruction as outlined in House Bill 45 45. Education Service Center, Region 20 is pleased to serve as Staffing Provider for LEAs needing to connect with tutors to support: House Bill 45 45, Tea Class Decision Point 6, Local tutor needs, or Local staffing needs. Tutors listed in the ESC 20 Tutor Database may be current or retired teachers, non-certified educators such as paraprofessionals or substitutes, students in college or high school, or community volunteers. LEAs who wish to hire tutors to support their students should consider several points before and after the hiring process. First, your LEA must determine how many tutors will be needed and which content area they will be needed for. Remember if you opted for Tea Class Decision point 6 you have the option to select Amplify, Book Nook, or Zearn to support your tutors and students. It will be important for the LEA to have already communicated with the product vendors to ensure the appropriate number of licenses have been held for your LEA. 
Once you have determined the number of tutors you need and for which content area, your LEA needs to determine the hiring practices that will be used. Will you ask the tutors to apply within your human resources application system or should they contact a specific individual directly? It will be important to think about any requirements for tutors based on local policies such as attending specific trainings related to student safety, clocking in, or district systems. Remember, your LEA will be required to pay for any required fingerprinting or background checks. It may also be helpful to assign a primary tutor point of contact in your LEA should a tutor or tutor candidate have any questions about the application process, clocking in, logging hours, and communicating student performance. We recognize that finding individuals to fill the tutoring positions may be difficult, so we invite you to visit the ESC 20 Tutor Dashboard to identify current tutor candidates that best meet your needs. You will have the opportunity to filter within the ESC 20 Tutor Database based on classification, content area, and availability. You will also be able to search for tutors based on their preferred delivery method of face-to-face or virtual. Record the tutor identification numbers of the tutors you are interested in and email them to ESC-20;

You will also need to include the specific directions you would like to give the tutor candidates related to applying online or contacting a specific individual within your organization. Once you initiate the tutor matching process, we will reach out to the tutors on your behalf and share your directions. Matched tutors will receive a notification with your LEAs information and you will receive an email with the tutor or tutors information.
